Hour Two: Learn about the array of programs available to Nebraska’s veterans through the Nebraska Department of Veterans’ Affairs. Learn about state, local and community resources for veterans, how they operate, how they connect, and how veterans can access them. In addition, gain an understanding of the long-term care options available to veterans in Nebraska through the Nebraska Veterans’ Homes, including how the requirements, regulations, and funding for these programs may differ from other long-term care providers. Hear more about the importance of pre-planning related to finance, healthcare and guardianship needs.
Lieutenant Colonel James E. Tucker, Jr.
Lieutenant Colonel Tucker serves as Deputy Staff Judge Advocate; Chief, National Security Law; and Staff Judge Advocate, Air Force Element at United States Strategic Command (USSTRATCOM), Offutt Air Force Base, Nebraska. As a global warfighting combatant command, USSTRATCOM is responsible for deterring strategic attack and guaranteeing the security of our Nation and our Allies. Lt Col Tucker provides legal and policy guidance to the USSTRATCOM Commander and Staff regarding operational, national security, doctrinal, and international law issues. Previously, he served as Deputy Staff Judge Advocate; Chief, Operations Law; Chief, Cyber Operations Law; Chief, Cyber Special Programs Law; Chief, Military Justice; and Chief, General Law.
John Hilgert, Director of the Nebraska Department of Veterans’ Affairs
Since leaving the State Legislature in 2001 as the State Senator serving Downtown and South Omaha, John Hilgert has served as the Director of the Nebraska Department of Veterans’ Affairs, having been appointed by then-Governor Mike Johanns. Governor Heineman retained John as Director and assigned him additional duties as a Division Director of the Nebraska Department of Health and Human Services with direct oversight of the Veterans Homes Division. He continued to serve the State in both capacities, having been retained by Governor Pete Ricketts in 2015. In 2017, the Veterans’ Homes Division was merged into the Nebraska Department of Veterans’ Affairs. John is an Army veteran of the Gulf War, having served with the First Infantry Division.
