Nebraska’s Unicameral Legislature is a truly one-of-a-kind legislative body and can present unique challenges for attorneys seeking to create or influence statewide policy for the first time. Join a panel of legislative attorneys for an overview of the Legislature’s bill drafting process and learn how the Legislature’s rules – both written and unwritten – affect policy making in Nebraska. Attendees will gain a better understanding of how Nebraska’s legislative process works and learn effective ways to advocate before the Legislature on behalf of clients, agencies, and organizations.

Trevor Fitzgerald has worked in various roles in the Nebraska Legislature since 2009, and currently served as Legal Counsel for the Legislature’s Executive Board. Mr. Fitzgerald received his Juris Doctor from Creighton Law School in 2008 and is currently Vice-Chair of the Government and Administrative Practice Section and immediate past chair of the Section’s Education Committee. Mr. Fitzgerald was a member of the 2017-18 NSBA Leadership Academy Class.

Marcia McClurg was appointed as the Revisor of Statutes for the Nebraska Unicameral Legislature in December 2020. She is a graduate of the University of Nebraska College of Law and has been working with the Revisor of Statutes Office since 1984 drafting legislation, amendments, and resolutions for the Legislature. In 2001, she participated in the Legislative Staff Management Institute through the National Conference of State Legislatures. She compiled and edited the Election Act in 1994, the Health Care Facility Licensure Act in 2000, and the Uniform Credentialing Act in 2007.

Dave Sund is the Legislative Aide to State Senator John Cavanaugh, who represents the 9th Legislative District in Midtown Omaha. He began working in the Legislature for Cavanaugh in 2021. He received his Bachelor’s in Political Science from the University of Nebraska-Omaha in 2008 and his Juris Doctor from Creighton University in 2016. Prior to working in the Legislature, he worked for various political campaigns and served as a Policy Analysts to former Omaha Mayor Jim Suttle.
