This program will first provide an overview of Indian Law, followed by a panel discussion focusing on the intersection of Indian Law and the Voting Rights Act. Our panel of experts will offer insights, analysis, and address the challenges and explore the evolving landscape of voting rights for Indigenous communities.

Samantha Jo Weiss, Nebraska Department of Revenue
During Ms. Weiss’s career, her practice has included advocating for tribal members, governments, and entities involving issues of tribal housing and probate. She has extensive experience working with tribal courts and working on complex legal issues of first impression. Her interests include statutory drafting, complex jurisdictional issues, and probate. Ms. Weiss has assisted in drafting contracts, policies, and statutory revisions.

Rose Godinez, ACLU of Nebraska
Rose oversees our statewide legal program, which focuses on bringing about systemic change through litigation, administrative advocacy and other legal strategies. Our legal docket regularly includes a range of impactful civil rights cases, featuring everything from police practices to LGBTQ+ rights. Rose was raised in Lexington and is the proud daughter of immigrants and former meatpacking plant workers. She has been a strong advocate for workers’ rights and safety both before and during the COVID-19 pandemic. She also regularly serves as a Spanish-speaking spokesperson for both the ACLU of Nebraska and the ACLU’s national office.

Alissa Hein-Bumgardner, JD, is Associate General Counsel for CyncHealth. In her role, she is responsible for providing general legal support including contract review, policy review and implementation, intellectual property management, and compliance. Alissa has previously served CyncHealth for two years as a Staff Attorney and 18 months as Vice President of Participant Experience, leading the Account Management and Marketing and Communications teams. Alissa has several years of leadership development experience and is part of the 2023-2024 Nebraska Bar Association Leadership Academy. She holds fifteen years of experience in the healthcare, university technology transfer, business operations, and athletic industries.

Olivia Lehman, Cedar Tree Native Law, LLP Ms. Lehman’s practice encompasses a vast array of legal issues faced by tribes and tribal entities, including tribal governance, tribal economic development, general counsel services, contract review, tribal code drafting, litigation and alternative dispute resolution, and tribal housing. Ms. Lehman also assists tribal clients in navigating the emerging landscape of cannabis law, with a particular focus on regulatory compliance. Ms. Lehman has prior experience as a domestic violence victim’s advocate, as well as in criminal defense and family law. Jennifer Bear Eagle, Cedar Tree Native Law, LLP Ms. Bear Eagle has extensive experience working with Indian tribes in all areas of tribal governance and self-determination. She has served as lead general counsel for the Oglala Sioux Tribe and the Oglala Sioux Tribal Council. She worked closely with the Tribe’s standing committees, including the Finance and Economic & Business Development Committees, and the Executive Committee. She also served as general counsel to the Oglala Sioux Tribe Office of the Executive Director, where should worked closely with tribal programs.
